If you are trying to filter on the attributes of a single attachment coming from this trigger, you will want to be sure you are choosing the attachment-specific fields when configuring the Filter. If there are multiple attachments on an email, though, each trigger also returns fields that deal with all attachments: "New Attachment" triggers once per attachment, and gives information specific to the attachment we found when we polled.
